Competition mechanism refers to the fight drug race which is carried out by all economic entities in order to survive and develop under the condition of market economy and through the survival of the fittest of the market. The degree of realization of the interests of all participants depends on the degree of competition and the degree of individual effort . On the macro level, once it is put into operation, it is basically no longer a matter of personal forgetting. Abroad, the competition mechanism has been widely applied to all aspects of social life, including the personnel system. It also shows the competitive nature in the selection and employment of personnel. In our country, the main body of the cadre personnel system was formed in the era of revolutionary war
