广西在实行市管县体制以来,存在着许多弊端:行政层次增多,管理成本,行政效能降低;行政隶属关系与经济发展竞争关系导致市县矛盾加剧;市管县体制限制了广西的进一步发展;市管县体制缺乏法律依据。为扭转其不利局面,广西实行省直管县体制改革具有必要性:有利于促进广西县域经济发展;有利于促进“三农问题”的解决;有利于减少行政管理层级,提高管理效率;有利于增强省级财政调控能力。推进广西实行省直管县体制改革的现实可行性:广西经济发展奠定了较好的基础;具备较好的自我发展能力;财政具备一定的调控能力。
