项目组合管理是企业项目化管理的主要方法,主要问题是解决如何通过项目优选组合和统筹利用有限资源实现企业战略。提出将企业战略目标进行分解,构建出企业战略导向的项目优选组合矩阵;通过约束条件找出制约和支持项目组合的关键资源和瓶颈资源,构造出项目组合资源约束矩阵;从战略导向和资源约束两个维度出发,基于设计结构矩阵(DSM)和领域配置矩阵(DMM)的思想和框架,设计出综合企业战略导向和资源约束的项目组合模型并进行优化处理。
Portfolio management is the main method of enterprise project management, the main problem is how to solve the problem through how to optimize the combination of projects and make use of limited resources to achieve business strategy. Proposed to decompose the strategic objectives of the enterprise and construct the strategic portfolio matrix of strategic orientation of the enterprise; find out the key resources and bottleneck resources constraining and supporting the project portfolio through the constraints, and construct the resource constraint matrix of the project portfolio; from strategic orientation and resource constraints Based on the thought and framework of Design Structure Matrix (DSM) and Domain Configuration Matrix (DMM), this paper designs and optimizes the project portfolio model based on the strategic orientation and resource constraints of enterprises.
