中国基本经济制度的完善,必然包含以利益分配为核心的劳动关系调节制度的完善。伴随改革开放而产生的民营企业劳动关系十分复杂,并随着民营经济的发展而不断扩张和内生出大量冲突。处理好民营企业的劳动关系,对经济发展和社会和谐意义重大。本文通过对浙江民营企业调查问卷分析,揭示转型期民营企业劳动关系的状况以及工资、保障、培训、工会等因素对劳动关系的影响程度。在此基础上,本文提出以下建议:要从总报酬的视野全面提高资本对劳动的报酬,政府应尽快完善用工制度环境,形成稳定的劳动关系,引导企业成为人力资本的投资主体,形成人力资本良性累积机制;加快企业工会职能的归位,推动集体谈判制度广泛实行,形成力量均衡连续博弈的利益分配机制。
The perfection of China’s basic economic system will inevitably include the improvement of the system of adjustment of labor relations with the distribution of benefits at its core. With the reform and opening up, the labor relations of private enterprises are very complicated. With the development of private economy, there are numerous conflicts and conflicts. Deal with the labor relations of private enterprises, economic development and social harmony is of great significance. This paper analyzes the questionnaires of private-owned enterprises in Zhejiang Province to reveal the status of labor relations in private-owned enterprises during the transition period and the impact of wage, security, training and trade union on labor relations. On this basis, this article puts forward the following suggestions: From the perspective of total remuneration, we should improve the capital’s remuneration to labor in an all-round way. The government should improve employment system environment as soon as possible so as to form a stable labor relation and guide enterprises to become the main body of human capital investment to form human capital Benign accumulation mechanism; speed up the homing of the enterprise trade union functions, promote the extensive implementation of the collective bargaining system, and form a profit distribution mechanism for a continual game of power balance.
