20世纪末,中国高校传统的办学模式遭到了急剧变化的社会需求的挑战,素质教育的命题应运而生。在众多学人对素质教育的本质、内涵、任务、目标和设施途径等重大课题展开旷日持久的研讨与探索的基础上,1999年6月13日,中共中央、国务院颁布了《关于深化教育改革,全面推进素质教育的决定》,标志着素质教育这个崭新的办学理念已经被提升为国家意志。为了贯彻《决定》精神,为了把素质教育引向深入、落到实处,迈入新世纪的中国高校正在努力建构或重构适应时代要求的高素质人才培养体系,并已确立了文化素质教育在这个崭新的人才培养体系中的基石地位。
