西部大开发的重大决策,对于促进民族地区共同繁荣,共同进步有重要意义。西部地区由于资金扶持不足,产业结构不合理,人才流失严重,自身“造血”能力差等方面的原因造成落后现状。针对这些问题,西部实行大开发政策应采取以下方法:金融政策调整;调整产业结构;发展教育,创造丰富的人力资源;增强局部“造血”功能。
The major policy-making for the development of the western region is of great significance to promoting the common prosperity and progress of all ethnic areas. In the western region, the current situation is lagging behind due to inadequate financial support, irrational industrial structure, serious loss of qualified personnel and poor self-development ability. In response to these problems, the following policies should be adopted in implementing the policy of large-scale development in the western region: adjustment of financial policies; adjustment of industrial structure; development of education; creation of rich human resources; and enhancement of local “hematopoietic function”.
