经过十多年艰苦卓绝的谈判与斗争,中国即将加入世界贸易组织(WTO),融入国际经济大家庭。新闻媒体对此连篇累牍,全国上下已是家喻户晓,国人既为加入 WTO 所鼓舞,也因此深感压力,所谓“难得机遇和空前挑战并存”。但对于加入《公民权利和政治权利国际公约》,却是另一种情景,新闻媒体羞于报道宣传,国人亦知之甚少。其实,加入《公民权利和政治权利国际公约》,对于十二亿中国人来讲,同样是一个重大事件,其意义几可与加入 WTO 相提并论。正是基于这样的认识,本文拟对联合国人权公约与我国法制建设的有关问题作初步探讨,以期抛砖引玉,推动我国加入《公民权利和政治权利国际公约》的进程,促进建设社会主义法治国家的伟大事业。
After more than 10 years of arduous negotiations and struggles, China is about to join the World Trade Organization (WTO) and join the family of international economies. As a result, the news media has accumulated a great deal of time and time. It is a well-known phenomenon in the whole country. People both are encouraged by the accession to the WTO and are therefore under pressure. The so-called rare opportunity and the unprecedented challenges coexist. However, it is yet another scenario for joining the International Covenant on Civil and Political Rights. The media are ashamed to report their propaganda and people in the country also know very little about it. In fact, the accession to the “International Covenant on Civil and Political Rights” is also a major event for the 1.2 billion Chinese people. Its significance can be compared with that of joining the WTO. It is based on this understanding that this article intends to make a preliminary study on the UN conventions on human rights and the legal construction of our country so as to promote our country’s accession to the International Covenant on Civil and Political Rights and to promote the great goal of building a socialist country ruled by law cause.
