不少经济学家认为国有股减持能改变国有企业的资本结构,进而改变国有企业的法人治理结构,同时又能充实社会保障基金,推动社会保障体制的改革,可谓一石数鸟。新近出台的《减持国有股筹集社会保障资金管理暂行办法》（以下简称《暂行办法》）能否达到这样的目的,我们将作连续报道。
Many economists think that the reduction of state-owned shares can change the capital structure of state-owned enterprises, thereby changing the structure of corporate governance of state-owned enterprises and at the same time enriching social security funds and promoting the reform of the social security system. The newly promulgated “Interim Measures for the Administration of Reducing the State-owned Shares to Raise Social Security Funds” (hereinafter referred to as the “Interim Measures”) can achieve such an objective and we will make continuous reports.
