I. INTRODUCTION In May 1982, the author went to Japan to study for three months, mainly to investigate and study the situation of emergency medicine in Japan. He had worked in the Kasei City Co-operative Hospital in Fukushima Prefecture for several dozen days and went to large and medium-sized cities such as Osaka, Nagoya, and Kurume to visit the facilities and work of several emergency centers. Given that China’s current economic restructuring has already faced a new stage, if urban work does not advance with the rapid changes in rural areas, it will inevitably become a passive situation.
