当前,新型冠状肺炎已成为全世界最为关注的社会焦点.全国14亿城乡人员流动“暂停”,停工停学.原本繁华的都市显得清冷;原本兴旺的市场变得惨淡;城乡交通阻断,被隔离居民无不存在信息、无聊等恐慌情绪.如何让社会“停工不失序”,如何让居民在防疫期间足不出户,且能获得高质量服务成为社会治理能力的一个重大考验.应急志愿者不顾生命安全积极参与新冠疫情的战斗,在满足社会需求、加强社会治理、维护社会和谐稳定中发挥着重要作用.不完全统计,全国参与疫情的志愿者超过3亿人次,参与的志愿服务组织约1.2万家.
