长江水系好像一棵枝叶繁茂的参天大树,干支交错,枝枝相连,布满整个流域。据统计,长江总共拥有支流7000余条,仅一级支流就有700多条,水系发达处有5级支流。作为世界水力资源最丰富的河流之一,长江干支流上的水电开发早就被业界所看好。据水利部门1979年的普查显示,长江全流域水力资源理论蕴藏量达2.68亿千瓦,可能开发的水电站共4469座(500千瓦以上),其中干流29座、支流4440座。近年来,伴随全国范围内持续性的“电荒”和西部大开发的浪潮,在水力资源最丰富的四川乃至西部的长江干支流上,掀起了一场被称为“跑马圈河”运动的水电开发热。据水利专家估计,目前仅在我国西南的长江流域,已经或即将投入水电站的各路资金在1500亿元以上。
