随着我国经济体制改革的不断深入,尤其是改革开放后中国特色社会主义市场经济体制逐步建立,这就需要我国政府迫切转变原有的职能,从原有的直接参与到经济活动中转变为协调社会经济的各方面与实现全方位服务化职能的转变,进而能够更好地保护经济社会持续健康发展,成为推动我国社会主义现代化发展的重要力量。美国学者戴维.奥斯本与特德.盖布勒在他们两人合作出版的《改革政府》著作中提出了自己的看法,认为随着市场经济的变革,政府也应当向企业型政府靠拢。这是当代西方政府变革的核心与途径,结合我国的实际情况,在我国建立企业型政府也具备一定的可行性。

They think that as the market economy changes, the government should also move closer to the enterprise-type government . This is the core and way of the transformation of the contemporary western government. In combination with the actual situation in our country, it is also feasible to establish a business-oriented government in our country.
