《国务院批转国家经贸委等部门关于建立企业扭亏增盈工作目标责任制意见的通知》(国发[1996]30号)已翻印发给你们,现结合我省实际提出如下意见,请一并贯彻执行。一、加强领导、落实责任、强化考核建立分级管理、层层负责的行政领导责任制。中直企业的扭亏增盈工作由国务院主管部门主抓,企业所在市政府和省直行业主管部门配合抓;省属企业的扭亏增盈工作由省直行业主管部门主抓,企业所在市政府配合抓;市属及其以下企业的扭亏增盈工作由市政府主抓,省直行业主管部门配合抓。全省扭亏增盈工作由省扭亏增盈领导小组负总责.省经贸委会同省财政厅进行组织、协调和实施,日常工作由省扭亏增盈工作领导小组办公室具体承办:省属企业扭亏增盈工作由省直行业归口管理部门的厅(局)长负责;市及市以下企业扭亏增盈工作由所在市的市长负责。企业扭亏增盈工作
