新形势下参谋咨询系统在领导决策中的作用必须进一步重视和有效发挥,这是现代社会发展的需要.是体制改革日益深化的要求。是参与国际竞争与合作的需要。然而在发挥参谋咨询系统的作用方面却存在诸多不足:一是其独立性弱、依附性强、地位低;二是机构分散,不成规模.形不成合力;三是对民间性机构重视不够,其作用不能有效发挥;四是对研究成果重视不够,被采用率低。因此.必须采取有效措施克服不足:一是全面重视、有效发挥其作用;二是坚持谋断分开原则,从体制上保证官办参谋机构的相对独立性;三是整合官办咨询机构;四是进一步健全各类参谋咨询机构,强化其作用;五是实现研究人员由行政化向专业化的过渡与转变。
