齐齐哈尔市的卫生体制改革方案是在市委、市政府的大力支持下,经与十多家社会杠杆部门协调,10易其稿后出台的。业经市政府第14次常务会议讨论通过,已印发各县,区人民政府执行。该市卫生局根据这个方案,严格遵照《公开招标选聘院长的工作程序》※,于1988年11月对齐齐哈尔市第一医院进行试点。中标人韩熙元同志与发包方法人代表周喜才同志签定了为期3年的承包经营合同。现将方案和承包合同发参,供读者参考.(※:见本刊1989年第2期)
The health system reform plan of Qiqihar City was coordinated with more than a dozen social leverage departments under the strong support of the municipal party committee and the municipal government. It has been discussed and approved by the 14th standing meeting of the municipal government and has been issued to all counties and districts. According to this plan, the Municipal Health Bureau strictly complied with the “Working Procedures for Declaring Directors for Public Bidding”, and in November 1988, the first hospital of Qihaer City was piloted. The successful bidder Han Xiyuan signed a three-year contracting contract with Comrade Zhou Xicai, the representative of the contractor’s methodist.
