阜新市位于辽宁省西部,是辽宁省的畜牧、油料基地和重点产粮地区,既是中国重要的能源基地,又是全国资源枯竭型城市转型试点市。文章通过对阜新地区2013年7月15日大凌河流域细河暴雨洪水的分析并定性,对今后阜新地区暴雨洪水的分析提供了依据和方法,提高报汛时效性及报汛的准确率奠定了基础,防汛测报效益大力提高,水情预报精度得到提升,为防汛决策提供及时、准确的雨水情信息,为洪水的风险调度提供了科学依据。 Located in the western part of Liaoning Province, Fuxin City is a livestock and fuel base and a key grain-producing area in Liaoning Province. It is an important energy base in China and a pilot city for transformation of resource-exhausted cities. Based on the analysis and qualitative analysis of the rainstorm flood in the Dalinghe River in Fuxin area on July 15, 2013, the article provides basis and method for the analysis of rainstorm and flood in Fuxin area in future, and improves the timeliness of flood reporting and the accuracy of flood reporting Based on the foundation, the efficiency of flood control and forecasting has been greatly improved, and the forecast accuracy of the water regime has been raised. It has provided timely and accurate rainfall information for flood control decision-making, providing a scientific basis for flood risk regulation.
