The rapid economic and social development over the past three decades has brought the prosperity of our country and the rapid improvement of people’s living standards. At the same time, the problems of regional development and the imbalance of population structure are rapidly escalating. A large number of young labor flows into the economically developed areas, underdeveloped areas, a huge pressure of aging, the prefecture-level city as the main co-ordinating unit of the basic medical insurance fund overwhelmed.
