今年2月下旬,国务院正式发布了《关于鼓励支持和引导个体私营等非公有制经济发展的若干意见》,这个俗称“非公经济36条”,是改革开放以来一部最为全面最为系统的政策性文件,尤其是文件首次明确:鼓励非公经济进入垄断领域,从而使非公经济获得了与国有经济并驾齐驱的地位。这个文件的制发,必将对非公经济快速健康发展产生重要影响。本期《特别策划》栏目特组织了一组文章和有关资料,供各地参考。同时,我们希望,各地要结合实际,切实贯彻国务院文件精神,采取更加有力的措施,抓好非公经济,使公有制经济和非公有制经济共同发展,进一步实现良性互动。
