为了保证化工矿山生产的正常发展,从根本上扭转化工矿山采掘(剥)失调的被动局面。在全国磷肥磷矿生产建设会议期间,部领导亲自主持召开了加强化工矿山采掘(剥)平衡工作座谈会。会上,部领导一再强调,在化工矿山生产建设中要切实处理好生产与建设、采矿与掘进(剥离)、数量与质量之间的关系。到会同志着重讨论了采掘(剥)关系,总结了采掘(剥)平衡工作中的经验教训,进一步明确做好矿山采掘(剥)平衡工作的重要性。一致认识到重采轻掘(剥)、只采不掘(剥)的做法和消极对待采掘(剥)平衡工作的态度都是错误的。只有认真贯彻执行采掘(剥)并举,掘进(剥离)先行的方针,以掘(剥)保采,以采促掘(剥),才能使矿山采掘比例正常,产量稳步提高,充分发挥生产潜力。
