本文汇报的是南非的大学里本科公共行政课程是否应当培养学生的信息和通信技术(infomation and communication technology,ICT)能力,如若是,那么这些大学是否切实地培养了学生们的这种能力。公务员的工作环境及其所必需的职业和专业特性都已经显示了支持这个预期,即信息和通信技术能力的学习应当被纳入到南非大学的本科公共行政课程之中。然而,在南非,只有那些授予公共管理国家文凭的大学才包含单独的信息和通信技术能力教学模块。研究结果证实,由于相关背景以及公共服务的职业性和专业性要求,信息和通信技术能力的培养确实应当被纳入公共行政专业本科课程中。因此,本文建议高等教育机构按照这些课程要求对自己的公共行政专业本科课程进行评估,特别是南非的大学更要如此。
This article reports whether university public administration programs in South Africa should develop student information and communication technology (ICT) capabilities and, if so, whether or not these universities have effectively nurtured this capacity for students. The civil service’s working environment and the professional and professional characteristics necessary for it have shown that learning in support of this expectation that information and communications technology capabilities should be incorporated into undergraduate public administration curricula at South African universities. However, in South Africa, only those universities that award national diplomas for public administration include separate modules on ICT skills education. The findings confirm that, due to the relevant background and the professional and professional requirements of public services, the cultivation of ICT capabilities should indeed be integrated into the undergraduate public administration majors. Therefore, this paper suggests that higher education institutions should evaluate their undergraduate public administration majors according to these curricula, especially in South Africa.
