Among the five major development concepts put forward by the Fifth Plenary Session of the 18th CPC Central Committee, innovation and development rank the first place. Enterprises are the main body of technological innovation and play an important role in building an innovative country. The production of national key laboratories of enterprises is not only the need of enterprises’ own development, but also the need of industrial progress and national development. Not long ago, the Ministry of Science and Technology announced the list of the third batch of state key laboratories and selected 5 laboratories of the company system to achieve the historic breakthrough of the state key laboratories declared by the company. Together with the grid safety and energy conservation laboratory selected in July 2007, the company’s system already exists
