中国高校进入了崭新的发展时期,从外延扩张转向内涵质量提升,各高校都制订了中长期发展规划,明确了发展目标。二级学院是高校的下设机构,是高校完成各项工作和实现发展目标的重要保证,完善二级学院管理体制已经成为我国高校管理体制改革的方向。党政联席会议制度是二级学院管理体制顺应历史发展的正确选择;党政联席会议制度是中国特色现代大学制度的有机组成部分,是完善现代大学制度的科学实践;党政联席会议制度推进民主管理,有利于党组织发挥作用,是提高党建工作科学化水平的有效措施;党政联席会议制度建立党政共同负责的运行机制,是适应中国特色的客观需要,是中国高校发展的必然选择。对二级学院党政联席会议制度理论和实践的探索可以为高校管理体制改革的深化提供参考借鉴。
Chinese colleges and universities have entered a new period of development, from the extension of expansion to improve the quality of connotation, all colleges and universities have formulated long-term development plan, defined the development goals. The second level college is an institution under the university, which is an important guarantee for the colleges and universities to accomplish various tasks and achieve the development goals. Improving the management system of the second-level colleges has become the direction of the reform of the university’s management system in our country. The system of party-government joint conference is the right choice for the secondary-level college management system to conform to the historical development. The system of the joint-government meeting is an organic part of the modern university system with Chinese characteristics and the scientific practice of perfecting the modern university system. It is an effective measure to improve the scientific level of party building. The establishment of a joint operation mechanism between party and government is an objective need to adapt to Chinese characteristics and an inevitable choice for the development of Chinese colleges and universities. The exploration of the theory and practice of the system of party-government joint meeting at the second-level colleges can provide reference for the deepening of the reform of the management system in colleges and universities.
