10月17日,北京市人大常委会向收取私家车“牌照费”的传言亮出了红灯,使想圆桥车梦的市民们松了一口气。但是传言此前带来的恐慌在北京形成了一股对轿车.尤其是小型车的抢购风潮。那些提前实现的购买力,将使眼下拥堵的交通雪上加霜。当北京十分之一的家庭有了私家车,三分之一的人口有了驾驶执照,私家车也就有了新的内涵。它已经是群众的车、百姓的车、公众的车、公民的车。私家车应该解读为“公民车”。轿车的百姓消费,也正成为北京经济发展的支柱。在这种新形势下,限制私家车,既不合理,也不可行。此举使北京作为首都继续保持了对老百姓购买私家车的开放态度。尽管笔者长期鼓吹老百姓享受汽车文明的权利,但是对于解决北京这样特大都市的交通问题,我以为,立即着手、超常规地建立以轨道交通为主的现代化公共交通体系才是根本。“优先发展公共交通”这一战略当年出台,曾被有些人作为一根打击
