再就业是社会各界普遍关注的热点、难点问题。解决得好与坏,直接影响区域经济发展、社会稳定。近年来,威海高技术产业开发区再就业工作取得了显著成绩。但也存在不少问题:一是下岗职工的择业观念陈旧,制约着他们在更宽更广的领域里再就业。二是社会保障体制不完善,构成下岗职工再就业的体制性障碍。三是劳动力市场功能不健全,没有能够充分发挥其在下岗职工再就业中的主要中介作用。四是再就业资金投入少,影响了再就业工作的开展。五是一些下岗职工素质不高,技能单一。鉴于这种状况,如何在总结经验的基础上,精心组织,全力以赴,全面实施再就业工程,浅谈以下几点建议。
Re-employment is a hot and difficult issue of widespread concern in the community. Good and bad solutions have a direct impact on regional economic development and social stability. In recent years, Weihai Hi-Tech Industrial Development Zone re-employment has made remarkable achievements. However, there are also many problems: First, the concept of laid-off workers' employment is obsolete and restricts their reemployment in a broader and broader area. Second, the imperfect social security system constitutes an institutional obstacle to the reemployment of laid-off workers. Third, the labor market does not function properly and has not been able to give full play to its role as a major intermediary in the reemployment of laid-off workers. Fourth, less re-employment funds, affecting the re-employment work. Fifth, some laid-off workers are not high-quality and have a single skill. In view of this situation, on the basis of summing up experiences, how to organize and go all out to implement the reemployment project in an all-round way, the following suggestions are made.
