农民执著的上访事件经常出现在现实中,很多人认为这是农民法律意识天然缺乏的表现,但个人认为这样的结论过于简单。农民上访的根本动机主要是自己的合法权益受到了侵害而通过其它途径又得不到他们的原先设想。我们要想把农民从上访的轨道纳入到法律的轨道要做的就是提供一种诉求的途径,提供功能上可以替代原先的纠纷解决方式的法律制度。只有让农民感受到法律的便捷性,享受到法律带给他们的真真切切的实惠,才能让农民接近法律、认同法律,对农民法律意识的提高才会更加有效 Farmers persistently petitions often appear in the reality, many people think this is a natural lack of performance of the legal consciousness of farmers, but personally think that such a conclusion is too simple.
