1979年7月,五届全国人大二次会议通过的关于修正宪法若干规定的决议和地方组织法规定,地方县级以上人民代表大会设立常委会。根据宪法和地方组织法的规定,1979年12月27日,江西省第五届人民代表大会第二次会议,选举产生了省五届人大常委会。30年来,江西省人大常委会在省委的正确领导下,坚持以马列主义、毛泽东思想、邓小平理论、“三个代表”重要思想和科学发展观为指导,认真贯彻执行党的十一届三中全会以来的路线、方针、政策,紧紧围绕党和国家各个时期的中心工作,围绕省委重大决策部署,依法履行宪法和法律赋予的职责,在探索、开拓和创新中不断前进、发展、提高,各项工作都取得了重大进展,为坚持和完善人民代表大会制度,推进社会主义民主法制建设,保障和促进全省经济社会发展、社会和谐稳定,作出了重要贡献。本刊将开设“地方人大常委会设立三十周年”专栏,以连载方式,系统地回顾总结省人大常委会设立三十年的工作历程,并陆续刊登全省各地人大工作者撰写的纪念文章。
In July 1979, the resolution on the revision of certain provisions of the Constitution and local organizational laws passed by the Second Session of the Fifth National People's Congress stipulated that the local people's congress at or above the county level shall establish a standing committee.
