The “Regulations on the Cultivation of Cadres, Education and Training (Provisional)” promulgated by the Central Committee of the Communist Party of China put forward five principles that should be followed in education and training of cadres. Among them, the principle of putting people first and teaching on-demand the highest priority. Recently, the Central Political Bureau held a meeting to study the work of educating and training cadres. The meeting pointed out: We should combine the requirements of the universality of cadre training with the special needs of cadres at different levels, levels and positions to mobilize the cadres.
