充分发挥保险的资金融通功能不仅可以提高我国的保险密度和保险深度,还有利于资本市场资金的优化配置。重视我国保险的资金融通功能,扩大保险资金的投资渠道,改变保险资金51％回流银行储蓄的现状,将有利于优化我国的金融机构,建立市场经济下完善的金融体系,防范可能的金融风险,提高金融市场的资本运作效率。保险资金应用应把风险控制放在首要位置,不断总结经验,循序渐进地将保险资金投入资本市场。有关部门应尽快出台保险资金进入资本市场的行为规范,使保险资金运作有章可循,防止投机行为的发生,避免保险市场和金融市场的动荡。应建立健全的保险资金运用体系,大力开发证券市场的投资品种,建立健全的上市公司法人治理结构,培养更多的具有长期投资价值的上市公司将为保险资金进入资本市场奠定良好的基础。
