1984年,凤阳县以增强县级经济实力为目标,以工商企业实行经济承包责任制为重点,选择财政管理体制为突破口,引“包”字进城,全面进行县级经济体制综合改革。当年凤阳县一举摘掉了多年来吃国家补贴的帽子,实现了历史性的转变。到了1987年,全县工农业总产值5.6亿元。比实行县级综合改革前的1983年净增2.6亿元。凤阳的作法是在农村第一步改革的基础上,以改革把县级经济引上了健康的发展轨道,其意义在于给落后地区人民走上致富道路积累了经验。
