习主席在中央军委改革工作会议上指出,推进以效能为核心的军事管理革命。~([1])这一重要论断为我们指明了军事管理改革的方向和目标。笔者认为,军事管理效能至少有以下六个方面:一、管出战斗力战争是检验军队管理水平的试金石。管理工作做的好坏,直接关系到部队战斗力的生成、发展和巩固、提高,关系到能打仗、打胜仗这个根本问题。军队平时大量的工作是带兵、练兵和管理,就是战时带兵打仗,也要下大力做好战时管理、战场管理工作。第二次世界大战,奉命深入北非战场与德军作战的美第二军,由于作战失利,部队士气低落,管理松弛。巴顿继任该军
Chairman Xi pointed out at the CMC working conference on reform that the revolution in military management with efficiency as the core should be promoted. ~ ([1]) This important thesis points out the direction and the goal of military management reform.
