在社会转型时期,社会思潮多样、多元、多变,价值观念分化,导致思想舆论统一难、对人民群众教育引导难。价值观的持续分化已经对中国社会的各个层面都产生了强烈的冲击,尤其对于中国社会管理的未来,也必将产生深远的影响。社会价值观的分化与社会管理的推进相互作用、相辅相成。社会价值观的分化将使中国社会管理的理念思路、方式方法实现现代转型,使注重服务的理念、公平正义的理念更加深入人心,将进一步促进中国社会管理体制机制的创新和转换,提升社会管理的水平和能力,实现更加科学有效、和谐稳定的社会管理目标。
