新中国成立后我国新闻媒介的经营模式大致经历了三个阶段:完全行政垄断阶段(1956年至上世纪80年代初)、行政性垄断与相对自由竞争并存阶段(上世纪80年代初至90年代中期)和从相对自由竞争向垄断竞争过渡阶段(上世纪90年代中期至今)。而上世纪90年代中期促使新闻媒介走向垄断竞争模式的标志性政策当数国家新闻出版署于1994年6月中旬,在杭州举办的全国首次报业集团会议中提出的“组建报业集团要具有的5个基本实力要求”。
