按照新时期对干部“革命化,年轻化,知识化和专业化”的要求选拔和任用干部:一是抛弃任人唯亲,注重任人唯贤。要增强党性,破除“任人唯亲”;解放思想,提倡“任人唯贤”。新时期的“贤人”是在改革大潮中勇于开拓,积极进取的人。只要有德有才,都应加以重用。二是要抛弃论资排辈,不拘一格选人才。首先从思想上破除论资排辈,其次是唯才是用,不以年龄、经历论其人。三是不求全责备,注重用人所长。用人要看主流,看本质,看发展,看特长,树立“选人用人失误是过错,埋没、耽误人才也是过错”的观念。用人中,扬长避短,用人尽其才。四是抛弃唯书唯上,注重德能勤债。文凭可以参考,更要看实际成绩,对干部多做实际考察,讲究群众公认,班子成员确认,物质综合利益三原则。以调动各级干部的工作积极性和创造性。归根到底,要坚持以实绩取人的方针,才能为考核、使用干部提供公平的方法。
