人力资源作为生产力要素中最活跃、积极的因素,是社会资源开发与经济发展的重要资源。21世纪是知识经济的时代,政府机关、企事业单位通过科学技术的竞争以及人力资源的优化能够促进经济的发展。因此,有效的管理和充分的人力资源开发是每一个单位在自身发展战略过程中必须面对的一个非常重要的问题。人力资源管理不论是在民营企业、政府部门还是非营利性社会团体都适用。
As the most active and positive factor in the productive forces, human resources are an important resource for social resources development and economic development. The 21st century is an era of knowledge-based economy. Government agencies, enterprises and institutions can promote economic development through scientific and technological competition and optimization of human resources. Therefore, effective management and adequate human resources development are a very important issue that every unit must face in its own development strategy. Human resource management applies in private enterprises, government agencies and non-profit social organizations.
