我国现有8个高空管制区,各区管中心存在接空域不接高度的情况,航班不能飞FPL巡航高度,使航空公司效益下降。为实现高空空域资源的集中管理,现提出调整高空管制空域下限的方案。本文通过列举航班不能飞FPL巡航高度的一系列影响因子,以某空中交通管理局区域管制员为主体的调查问卷数据进行实证分析,得出高空管制区域下限调整是其中的重要因素。此次分析具有重要的现实指导意义,为进一步分析高空管制区域下限调整的影响提供参考。
There are currently 8 high-altitude control areas in our country. There is a case where the airspace is not connected to the heights of the control centers in each area. The flight can not fly at the FPL cruise altitude and the airline’s efficiency is reduced. In order to achieve the centralized management of airspace resources at airspace, a proposal has been made to adjust the lower limit of the airspace of upper-air control. In this paper, by enumerating a series of influencing factors that the flight can not fly at FPL cruise altitude, an empirical analysis based on the questionnaire data of a certain regional air traffic controller is made. The conclusion is that the adjustment of the lower air zone is an important factor. This analysis has important practical significance and provides a reference for further analyzing the influence of the lower limit adjustment of the upper-air control area.
