为了应对在WTO规则下的稀土资源国际竞争、稀土资源的国家战略发展、稀土开发利用带来的环境破坏的压力和稀土产业自身可持续发展等各方面的综合需要,大力推进我国稀土产业升级具有非常紧迫的必要性和极其重要的战略意义。鉴于目前我国稀土产业升级的意识不强、动力不足、管理薄弱及资源整合欠佳等现实问题,我国应该迅速开拓产业系统化、集团化、本土化、知识化和规范化升级路径,使我国稀土行业在WTO规则框架下,在国际竞争中可持续健康发展。
