通过构建区域技术转移驱动因素理论框架,运用空间计量方法,采用2000-2011年省际面板数据,对我国省际技术转移驱动机制进行了实证研究。结果发现:省际技术转移更多地发生在“强–强”之间,呈现“强者愈强、弱者愈弱”的“马太效应”特征;省际技术转移受到市场需求、创新能力基础、科技资金筹集和相邻区域技术转移行为等主要因素的显著影响,表现出“市场导向”、“能力导向”与“竞争导向”等三个内在主导决定机制,同时还受到如知识产权保护等环境方面一定程度的影响;结果还暗示,省际之间技术转移行为可能存在由竞争、竞赛、模仿等引发的“横向策略互动”倾向。
By constructing the theoretical framework of regional technology transfer drivers, using spatial measurement method and using provincial panel data from 2000 to 2011, this paper conducts an empirical research on the driving mechanism of provincial technology transfer in China. The results show that the inter-provincial technology transfer takes place more frequently between the “strong and strong” characteristics, and the “Matthew effect” characteristic of “the stronger the stronger and the weaker the stronger” The market demand, the foundation of innovation ability, the fund raising of science and technology and the technology transfer in the adjacent area. It shows that there are three internal factors such as “market orientation”, “ability orientation” and “competition orientation” Dominating the decision-making mechanism and being affected to a certain extent by environmental aspects such as the protection of intellectual property rights. The results also imply that there may be a tendency of “horizontal strategic interaction” triggered by competition, competition and imitation among technology transfer activities across provinces.
