为科学合理地评价农村水利现代化发展水平,根据农村水利现代化内涵,建立了二层6类共21个指标的评价指标体系,确定了各指标的评价阈值。基于投影寻踪聚类和遗传算法,将评价指标值标准化,再将标准化后的指标值视为投影参数,寻找出最佳的投影方向向量,对照划定好的评价标准,从而确定评价等级,并利用该方法评价了固安县的农村水利现代化发展水平。结果表明,固安县目前处于水利现代化中等水平,与固安县的发展现状基本吻合,表明该方法评价结果比较合理,适用于农村水利现代化评价。
In order to evaluate the level of modernization of rural water conservancy scientifically and reasonably, according to the connotation of rural water conservancy modernization, an evaluation index system of 21 indexes in 6 layers of two floors was set up and the evaluation threshold of each index was determined. Based on projection pursuit clustering and genetic algorithm, the evaluation index value is standardized, then the normalized index value is regarded as the projection parameter, the best projection direction vector is found, and the contrast evaluation standard is determined so as to determine the evaluation level, The method was used to evaluate the level of modernization of rural water conservancy in Gu’an County. The results show that Gu’an County is at a middle level of modernization of water conservancy, which basically agrees with the current situation of development in Gu’an County, indicating that the evaluation result of this method is reasonable and suitable for the evaluation of rural water conservancy modernization.
