随着社会主义建设、改革开放和商品经济的发展,交通运输结构发生了很大变化。我国从80年代起先后按高速公路标准修建了北京六里桥到赵辛店一级汽车专用公路和上海到嘉定、沈阳到大连等高速公路。但是国民经济的迅速发展,导致一些干线公路上交通拥挤的情况日益突出,交通运输落后已成为制约国民经济发展的主要因素。不少地区特别是内陆地区已经认识“要致富,先修路”、“要流通,靠交通”、“交通不畅,百业不旺”的因果关系。于是,全国各地在改建拓宽原有公路的同时,又提出对高等级公路的需求,进一步认识
