国务院出台了机构改革方案,国家直属机关由40个精减到29个,人员缩减一半。国有企业也在大张旗鼓、大刀阔斧地裁撤冗员,减人增效。一时间,人员下岗分流成了人们谈虎色变、众说纷纭的焦点。 简政是为了精政,裁员是为了增效。如果只是从数字上把机构人员减少,而效能上却没有提高的作法是没有意义的。如果是该撤的没有撤,不该减的却减了,“未除毒疮,反伤完肤”的结果会适得其反,严重影响经济发展和社会进步。 所以笔者愚见,“下岗分流”应做好“一、二、三”,即:一是,切忌“一刀切”。机关干部分流也好,国企职工下
