在内地,我们更多的是在市场经济的语境下去研究手机报或者手机媒体。是否发展手机报和怎么发展手机报的一个关键因素就是手机报所产生的经济效益,能否支撑这个项目运营。但是把同样的问题放在西藏,我们更多的要考虑到他的政治特殊性。在西藏发展手机报是落实民族政策的一个具体体现,而且发展策略也应该有特殊的要求。
