汉诺威选侯乔治·路德维希在1714年取得英国王位后,不列颠-汉诺威形成了共主邦联的局面;常驻伦敦的国王面临对汉诺威公国进行缺席统治的挑战,德意志事务处随即出现。作为枢密院与伦敦之间官方交流的中介,它的主要功能是辅助选侯对公国进行管理。本文分析了这个机构出现的历史,梳理了机构设置的状况,并且以几位重要事务处首席的经历为例,说明事务处的功能。德意志事务处虽然贯穿整个共主邦联始终,但由于其结构属性以及与汉诺威公国隔海相望的事实限制了其功能的发挥。
Hanover’s election of George Ludwig After the British throne was taken in 1714, Britain-Hanover formed the Confederation of Commonwealth; the King of London faced the challenge of leaving the Principality of Hanover in absentia, and the German Office appeared immediately. As an intermediary for the official exchange between the Privy Council and London, its main function is to assist the selection and administration of the Principality. This article analyzes the history of this institution, combs the status of institutional settings, and illustrates the function of the Office by taking, as an example, the experiences of several chief officers of the major offices. Although the German Office runs through the entire federation, its function is limited by its structural attributes and the fact that it is across the sea from the Principality of Hanover.
