国家发改委宏观经济研究院副院长刘福垣日前提出,当前消费结构升级卡在住房问题上,人们为了积累购房款而抑制当前消费成了国内消费市场不景气的重要原因。而对于住宅这种不动产来说,买房多是投资行为,租房才是消费行为。要启动住房消费,只能是政府提供广大工薪阶层工资可能承受的廉租房。建立政府廉租房制度,是解决城市居民消费问题的根本出路。各级政府应在调高低保线的基础上投资兴建廉租房,以扩大内需,增加就业。“中国整个房地产热是一种虚热,说房地产过热是一种误读。热的是豪宅,积压的大量高档房是老百姓买不起的,因此不是要控制房地产的发展而是要调整结构。”刘福垣如此表达了对房地产热的看法。他同时指出,要使房地产业有一个健康、快速的发展,必须克服这二十年来
