博斯腾湖是我国最大的内陆淡水湖,也是新疆现存最大的湖泊。其旅游资源十分丰富,种类繁多,特色鲜明。博斯腾湖升级为国家5A级旅游景观区以后,得到了持续快速的发展,成为我区旅游业具有活力及开发潜力的旅游经济新增长区之一。文章对博斯腾湖旅游景区的资源优势、资源价值、旅游资源开发的影响因素及其开发利用现状进行比较分析,为了解决博斯腾湖旅游资源开发中存在的问题,并提出合理开发博斯腾湖旅游资源的提案和对策:(1)按可持续旅游发展的要求考虑问题,选择科学论证,合理开发和可持续利用的思路;(2)重视科学考察全面研究;(3)要有开发项目可行性报告,内容包括开发必要性和投资额度计划等之外,还必须通盘考虑比较长期的博斯腾湖环境保护、生态恢复方面的实施指标及其相关内容;(4)注重充分发挥博斯腾湖旅游资源的优越条件和价值;(5)应协调好博斯腾湖周围景区所属单位的关系,建立统一开发旅游资源的、协调解决问题的互相监督机制。
Bosten Lake is China’s largest inland freshwater lake and the largest lake in Xinjiang. Its tourism resources are very rich, a wide range of distinctive features. After the Bosten Lake was upgraded to a national 5A-level tourist landscape area, it achieved sustained and rapid development and became one of the new growth areas for tourism economy with vitality and development potential in the tourism industry in our region. The paper makes a comparative analysis of the resource advantages, the resource value, the influencing factors and the status quo of the exploitation and utilization of the tourism resources in Bosten Lake. In order to solve the problems in the development of the Bosten Lake tourism resources and put forward the proposals and countermeasures for the rational development of the Bosten Lake tourism resources: (1) Consideration of issues in accordance with the requirements of sustainable tourism development, selection of scientific evidence, rational development and sustainable use of ideas; (2) Emphasis on comprehensive study of scientific investigations; (3) Feasibility report on development projects including development necessary (4) focus on giving full play to the favorable conditions and value of the tourism resources in Bosten Lake; (5) should take into consideration the long-term implementation targets of Bosten Lake’s environmental protection and ecological restoration and their related contents; Coordinate the relations among the units in the scenic areas around Bosten Lake and set up a mutual supervision mechanism to coordinate and solve the problems by developing tourism resources in a unified way.
