“跑兵”是指士兵违反部队纪律,私自离开部队,逃避部队训练、生活和学习的一种违纪行为。“跑兵”是当前部队比较突出的问题,据调查,去年驻深圳某团仅上半年就发生“跑兵”26起,有24人受到各种处分,2人被作除名处理。“跑兵”问题的发生,不仅打乱了部队正常的训练和生活秩序,而且对官兵的稳定也带来不同程度的影响。“跑兵”的原因虽然有战士的主观因素,但更重要的是当前部队的“两防”工作还存在着应该防止和克服的一些偏向。 “Runner ” refers to a violation committed by a soldier in violation of army discipline and leaving the army privately to evade training, living and learning in the armed forces. “Running troops” is a prominent issue for the current army.
