1989年来到了。铁路实行大包干的经济承包责任制开始进入了第四个年头。回顾大包干的前三年,铁路运输生产建设都取得明显成效。在大包干的推动下,企业的经营机制得到增强,运输任务年年超额完成,换算吨公里年平均增长8.1%,运输收入年平均增长9.2%,运输全员劳动生产率年平均增长5.6%。前三年铁路提供的建设资金相当于五年承包总额的66%,超过了应该达到的进度。实践证明,铁路大包干的方向是正确的。
It came in 1989. The implementation of economic contract responsibility system for railways started to enter the fourth year. In the first three years of reviewing the bales, the railway transport production and construction have achieved remarkable results. Driven by the bales, the operating mechanism of the enterprise has been enhanced and the transport tasks have been over-fulfilled annually, with an average annual growth rate of 8.1% in terms of ton-km of conversion, an average annual increase of 9.2% in transport revenue and an average annual increase of 5.6% in total labor productivity in transport. The first three years of railway construction funds provided by the equivalent of 66% of the total five-year contract, exceeding the progress that should be achieved. Practice has proved that the direction of railway bales is correct.
