编辑同志:《民兵工作条例》是民兵预备役工作的法规,但该《条例》没有对武装干部安置工作做出规定,而实际上武装干部也存在着转业问题,只不过是就地转业而已。因为武装工作要求武装干部的年龄不能老化。由于缺乏对武装干部安置的政策和法规,使许多地方武装干部调离后得不到妥善安置,不同程度上挫伤了武装干部的积极性。他们为国防建设贡献了青春和聪明才智,而现行的武装干部调出安置是根据同级党政主要领导对武装工作重视程度决定的,随意性大。为此,笔者建议有关部门制定武装干部安置工作规定,以与《民兵工作条例》相配套。
Editorial Comrade: The “Regulations on the Militia” are the regulations on the work of reserve militias. However, the “Regulations” do not stipulate the work of resettling armed cadres. In fact, there are also problems with the reorganization of armed cadres. They are merely converting jobs on the spot. Because the armed work requires that the age of armed cadres can not be aged. Due to the lack of policies and regulations on the resettlement of armed cadres, many local armed cadres can not be properly resettled after their transfer, which has, to varying degrees, dampened the enthusiasm of armed cadres. They have contributed their youthful and intelligent talents to the national defense building. The current deployment of armed cadres is based on the emphasis placed on the armed work by the principal leaders at the same level and at all levels. For this reason, the author suggests that relevant departments formulate the provisions on the work of resettlement of armed cadres so as to match the Regulations on the Work of Militias.
