户外运动产业在中国是一个自主发展的新兴产业,一开始就进入了市场化和社会化的发展轨道,当前户外运动产业的发展逐渐规范化。针对户外运动产业发展中可能出现的公地悲剧;主体产业定位不明确;以及专业人才欠缺;相关法律法规缺失;.政府应该前瞻性的加强政府主导作用,加强法制建设和管理机构的设置,培养专业人才、加强教育;发挥政府在户外运动市场上的宏观调控职能,保障户外运动的健康稳定管理。户外运动产业发展要以市场为基础,同时必须发挥政府的主导作用,实现政府职能的转变和优化。本研究拟就政府职能在户外运动产业中的作用及新环境下其转变进行研究,为进一步实现政府职能的优化提供建设性意见。
