特定问题调查报告的概念特定问题调查报告,是人大及其常委会依法成立的特定问题调查委员会反映调查结果使用的一种专用公文。特定问题调查报告属陈述性、上行性、报情性公文,是调查报告中的特殊性公文:一是对特定问题是否调查要依法确定;二是调查报告作者要依法产生;三是必须向人民代表大会或其常务委员会提出调查报告。人代会或常委会对特定问题调查委员会提出的报告,一般要进行审议,必要时作出决定。人民代表大会组织的特定问题调查委员会,若不能在会议期间结束调查,可授权其常委会听取该问题的调查报告,常委会认为必要可作出决定。常委会作出的决定,应向下一次人民代表大会备案,未作决定的,应向下一次人代会报告情况。
