现行的农业支持保护制度在粮食增产和农民增收反面发挥了重要作用,但由于其弱化了市场运行机制,不利于发挥价格发现和资源配置功能,并引致一系列问题,从长远看并不利于提高农业竞争力、保护农业产业安全以及稳定农民收入。因此,要重构农业支持保护制度,改革覆盖主要农产品的价格形成机制,合理界定库存规模,加快构建市场定价为基础、宏观调控有效运行、简便易行低成本的农业支持保护制度。
The current system of agricultural support and protection plays an important role in increasing grain output and increasing peasants’ income. However, due to its weakening of the market operation mechanism, it is unfavorable to the function of price discovery and resource allocation and causes a series of problems that are not conducive to improvement in the long run Agricultural competitiveness, protection of agricultural industry and stabilization of peasants’ income. Therefore, it is necessary to reconstruct the system of agricultural support and protection, reform the mechanism of price formation covering major agricultural products, rationally define the scale of inventory, speed up the construction of market pricing, effectively implement macroeconomic regulation and control, and simplify and low-cost agricultural support and protection system.
